Our history
In 1979, a steering committee of community members was given a grant to purchase a property to set up a neighbourhood child care centre in the Burwood local area.
In 1982, this community committee was then able to open up its own small child care centre to service the needs of the local community but as demand quickly grew, it was clear that a larger space was required.
In 1989, Burwood Council purchased an old factory in Enfield (now known as Burwood Heights) and converted it into the Elm St Early Learning Centre, a 40-place long day care centre for 0-6 year olds.
The building and the service was eventually bought from the Council and continues to be owned and managed by the Elm St parent community to this day.
We have always been a not—for-profit centre that is managed by a co-op of parents.
Overall management of the Centre is in the hands of the Elm St management committee (Board) who act on behalf of all of the parents.
Our Board is comprised of parents of permanently enrolled children at Elm St who volunteer and dedicate their time and expertise to making decisions in the best interest of the centre.
When your child is enrolled, you will be invited to consider your capacity to contribute to the management committee. Being involved in the co-op allows you to directly impact the decisions that affect not only your child but all the children’s experiences at Elm St.
Our prestigious rating and awards

We are proud to have been given an "Exceeding NQS" rating from Australian Children’s Education and Care Quality Authority (ACECQA), which indicates that we provide high-quality education and care that goes above and beyond the requirements of the National Quality Standard. Our educators continually improve and strive for excellence.

With a quality rating of over 95% in satisfaction, services, reputation and quality, we were recognised as the best child care in Burwood. Australian businesses that have won a Quality Business Award represent less than 1% of registered businesses in Australia.
